Should I cut my Quaker Parrot's wings because I'm scared if someday I go with him outside and then he fly away, what are your opinions

i think that is a good idea i do the same though i know they wont run away

I never clipped my chica but didn't take her outside without making sure she was secure in her cage.  If your parrot is young enough to train to a harness then you can keep him safe that way and have a very small green kite to hang out with in the yard.
