A fun toy is taking some hemp rope (can get it in a craft store in jewelry making) and stringing cheerio's on it and making knots in it and hang it up some where. Birds love to shred all the cheerio's off and the hemp rope is safe to chew on. You can also tie the hemp in knots and alot of birds spend hours un-doing them.

How about the newspaper octopus?

Shred some black and white only newpaper into long strips, tie together with a natural untreated rope , or maybe you can use another strip of newspaper and tie it in the middle. Makes a octopus, and I hear that a lot of qp's love em.

Havent make it myself, but you cant get much cheaper or easier than that.
