Personally I would take the bird to the vet for a check up once you get it to ensure a healthy start. They will cover alot of bases with you about diet and examine the bird to assess why he is plucking. There can be a multitide of reasons that need to be eliminated before assuming its behavioral. There are just way to many reasons to list but a few would be enviromental ie if the person burned candles smoked etc and residue coated the feathers causing it to pluck. Mites. Poor diet. Just way way way too many things to list but your avian vet would be able to help you.
Good luck and congrats on the new bird.

i dont own a conure, i own a QP but i know a conure owner and in my opinion quakers are much quieter!! their screams arent as high pitched!!
i rescued a grey who plucked, they said lack of time! turned out he NEVER bathed!! poor thing didnt even know what one was and i got him some antibiotics to make sure he didnt get infection! couple of months of baths and few weeks of antibiotics and we had new feathers flying through! hope its that simple for ur little fella!
congrats on ur new addition smile.gif
