I went looking for a set of those plastic keys so many of you have mentioned, and couldn't find any, but I found a teething ring with little plastic rings hanging from it and it said it was for babies 3 months and up, so I figured it would be safe for Clyde. He likes to sit on top of his cage like Snoopy playing buzzard, so I laid it up there for him to examine and he made faces at it and wouldn't go near it. I hung it in his cage anyway, using a hair elastic that he'd chewed in half as a fastener, and wonder of wonders, he actually will play with it a little. Mostly he attacks it and bites it, but not like he's really afraid, more like he's just pretending, because he also just chews on it. A guy I met who has a bunch of birds suggested baby teething toys and said they were cheaper than bird toys.

Baby toys can make great bird toys, but make sure you buy brand new and from a reputable store.
http://www.birdsnways.com/wisdom/ww18eiv.htmI do believe that the government has now banned toys which contain PVC, but I'm not 100% sure.
